Abilene, TX Parking Rules: Commercial & Oversized Vehicles (2026)

Code of Ordinances section 18-199 is Abilene's dedicated commercial-vehicle parking rule, and it is broader than a residential-only restriction: it bars leaving, parking, or standing any vehicle with a rated capacity over one ton on any public street, alley, parkway, boulevard, or public place anywhere in the City, not just in residential neighborhoods. The section then carves out a long list of working vehicles: street construction, maintenance, and repair equipment; trucks, rollers, and implements; utility company trucks, trailers, and equipment actively repairing or extending service; motor buses at their customary stops; and any of the covered vehicles while actually loading or unloading, whether at a marked loading zone in a limited-parking area or elsewhere.

It also excuses a vehicle that develops a mechanical defect en route and becomes unsafe to continue, letting it stand only as long as needed for emergency repairs. Critically, the section exempts public streets, alleys, parkways, boulevards, or places located in the City's HC, LI, or HI zoning districts, unless that particular street is designated a major thoroughfare, primary or secondary, on the current thoroughfare and collector plan. 307, the state's overnight commercial-vehicle parking law, only reaches counties with a population above 220,000, and Abilene's own population of 125,182 sits well under that mark, so section 18-199 is the City's only applicable rule on this subject rather than a backstop to state law.
