Division 3 of Chapter 18 governs curb loading in the City of Abilene. Under § 18-215, the Director of Traffic and Transportation is authorized and instructed to designate and establish curb loading zones deemed to be in the public interest, and a zone only takes legal effect once it is appropriately marked by official signs the Director erects; the same authority can abolish a zone once it is no longer needed or is being used illegally. Section 18-216 sets the passenger curb loading zone rule: stopping, standing, or parking is allowed only for the expeditious loading or unloading of passengers, and only during the hours the zone's regulations are in effect, capped at three minutes.

Section 18-217 covers freight curb loading zones, permitting a stop of up to thirty minutes for the expeditious unloading, delivery, picking up, or loading of material during the zone's effective hours; a passenger vehicle may still stop briefly in a freight zone to load or unload passengers, but only if doing so does not interfere with a material-hauling vehicle that is waiting to enter or about to enter the zone. Neither section requires a permit; the limit applies automatically to any vehicle in a properly signed zone.
