Florissant's Zoning Code (Title IV, Chapter 405) regulates fences in residential A, R-1, R-2, R-3, R-4, R-5, and R-6 districts under RSMo Chapter 89 enabling authority. A fence may be located on or within the property lines in rear yards and side yards (other than corner lots) to a height not exceeding 6 feet. On corner lots, no fence may be located in front of the building line along the street side. No fence may be located within any part of the required front yard except with Planning and Zoning Commission review and approval addressing public safety and design, or where it sits on a lot line separating residential from commercial property. Open mesh fences higher than 6 feet may enclose public parks, recreation, and school areas only with Planning and Zoning Commission approval. It is unlawful to erect any fence without first filing an application for a fence permit with the Building Commissioner, including a sketch or diagram showing fence type, design, color, and location. Fences must be kept in good repair and, if not chain link or non-rusting material, properly painted or preserved.
Erecting a fence without a permit, exceeding the 6-foot residential height cap, or installing a front-yard fence without Planning and Zoning Commission approval violates Florissant's Zoning Code. Code enforcement may issue stop-work orders, citations, and fines, and require removal or modification of the fence at the owner's expense.
