Corner lots have an additional rule: any fence, wall, hedge, or other visual obstruction over the height set by Title 18 within the sight triangle at an intersection can be cited even if the rest of the fence complies with Β§18.40.180. Retaining walls are separately regulated and, per the City's FAQ, generally cannot exceed 4 feet from the bottom of the footing to the top of the wall unless they support a surcharge load and are designed by a licensed engineer.
