030 is a single, flat sentence: no person may erect, build, or maintain a barbed wire fence within the city, without carving out a residential, agricultural, or industrial exception the way some of Bloomington's other fencing rules do. 030(e)(2)(E) of the Unified Development Ordinance, which separately bans razor wire or barbed wire on self-service storage facilities specifically, on top of the citywide ban that already reaches every property in town. 130, which applies whenever an act is prohibited and no specific fine is written into that chapter.

That section caps the fine at $2,500 for a single violation, and treats each day a prohibited fence stays up as a separate violation unless the violation is the kind that can't happen more than once a day. 130 also lets the city enter private property to bring it into compliance, after giving anyone with a substantial interest in the property a reasonable chance to fix it themselves, and lets the city legal department sue to enjoin the violation or place a lien on the property for the cost of the city's own compliance work.
