080(n), sets the general height ceiling that applies citywide: behind the front building wall a fence or wall tops out at a combined eight feet, and forward of the front building wall it is limited to four feet, with a handful of listed exceptions. A retaining wall is one of those exceptions. 080(n)(1)(C), a retaining wall is exempt from the height standards that cap ordinary fences and screening walls, but the exemption is conditioned, not unconditional: the wall still has to be constructed in accordance with manufacturer's specifications or generally accepted engineering standards.

The same subsection carves out similar treatment for other categories: fences and walls used to screen trash receptacles or mechanical equipment must still be at least six feet tall even though they are exempt from the general height cap, and utility substations, quarries, jails, and kennels are exempt from the cap outright, showing the City distinguishes an engineering-driven structure like a retaining wall from an ordinary yard fence. 030(c)(6) lists retaining walls, alongside walkout basements, as an accepted construction measure for development on slopes of twelve percent up to twenty-five percent, where erosion-control practices under Title 13 (Stormwater) of the Bloomington Municipal Code also apply. 04's compliance thresholds at Table 04-1.
