Bloomington, IN Parking Rules: EV Charging (2026)

Bloomington's Unified Development Ordinance ties electric vehicle infrastructure directly to parking lot size. 060(i)(8), once a development's parking area reaches fifty or more spaces, it must provide at least one space dedicated to electric vehicles for every twenty-five parking spaces on the site; a 200-space lot, for example, would need eight dedicated EV spaces under that ratio. If a site is required to provide more than six EV charging stations, at least one of those spaces must also meet ADA van-accessible standards, layering the accessibility requirement on top of the EV requirement rather than treating them separately.

The ordinance also controls how EV spaces interact with a site's parking maximums: providing three or fewer EV spaces does not count against the maximum number of parking spaces a use is allowed, but once a development provides four or more EV spaces, those spaces do count toward the site's overall parking maximum. Each required EV parking space has to sit on the same lot as the principal use it serves, be marked in a clear and conspicuous way, such as special pavement striping or signage, showing it is reserved exclusively for electric vehicles, and be outfitted with an actual electric vehicle charging station rather than left as a signed but unequipped space.

The requirement sits within the Parking and Loading chapter, so it applies alongside the site's other parking design standards, including landscaping and lighting requirements for the same lot.
