Bloomington, IN Parking Rules: Overnight Parking (2026)

Section 15.40.025 covers two separate parking rules for city-run parks and recreation lots. Subsection (a) limits daytime parking in Lots 17, 18, 19, 20 and 24 to three hours between 8:00 a.m. and 5:00 p.m. on non-holiday weekdays, with no permit or time charge required for that window. Subsection (b), the overnight rule, bars parking in any city parks and recreation lot between 11:00 p.m. and 5:00 a.m. Griffy Lake's lots are the sole carve-out: a vehicle may stay overnight there only if its occupant is night fishing or taking part in a parks-department-sponsored or approved program.

The overnight restriction is enforced as a parking ticket, and Bloomington Municipal Code § 15.48.010(a)(11) separately declares any vehicle parked in a city parks and recreation lot in violation of § 15.40.025(b) a public nuisance subject to removal and impoundment, on top of the citation itself. This is a citywide parks-and-recreation rule; it does not restrict overnight parking on ordinary residential streets, which are instead governed by the city's separate snow-removal and residential-permit-parking chapters. Parking services and the Bloomington Police Department are responsible for enforcement, and a driver who receives a citation may seek review through the same appeal channel used for other Class D parking tickets.
