Pasco County LDC Section 1003.3.E prohibits residential gates, fences, and walls that are electrified or constructed of corrugated metal, sheet aluminum, barbed wire, or similar materials. Section 1003.3.D requires the finished (good) side of the fence to face the adjoining lot or right-of-way. The county permit guidance for Residential Fences & Walls confirms that a building permit is not usually required when the fence is built entirely of chain link, wood, PVC, or shrubbery; permits are needed only for fences/walls requiring footers or structural components (concrete or block walls or corner posts). In nonresidential districts, Section 1003.4.C allows barbed wire for security only when attached to a fence and located at least 6 feet aboveground, and it is not counted toward the fence height. Barbed-wire fences are otherwise permitted only as agricultural-pool or large-acre barriers under Section 530.4.
Installing a prohibited residential fence material (barbed wire, corrugated metal, sheet aluminum, or an electrified fence) violates LDC Section 1003.3.E and is subject to Pasco County Code Enforcement action, including a notice of violation, mandatory removal, and Special Magistrate fines.
