The City of Pensacola bans electrical fences and fences with cutting edges such as razor, ribbon or concertina wire (Code § 12-3-63). In unincorporated Escambia County, barbed wire and above-ground electric fences are allowed only in rural (A, RR, RMU) districts, not standard residential neighborhoods.
City of Pensacola Code § 12-3-63(a)(2) prohibits 'No electrical fences or fences with cutting edges, including, but not limited to, fences using razor, ribbon or concertina wire ... within the city,' with a narrow exception for permitted wildlife sanctuaries. Pensacola's historic and preservation districts also bar concrete-block and barbed-wire fences. In unincorporated Escambia County, LDC § 5-9.4 permits barbed wire and above-ground electrified fences only in the A, RR and RMU rural districts, and limits barbed wire in commercial districts to the top of a solid or chain-link fence at least 6 feet high.
Prohibited razor, ribbon, concertina or electric fencing installed in the city is a code violation subject to removal orders and fines; unlawful barbed/electric fencing in county residential districts is likewise enforceable.
