Sec. 616.103 makes it unlawful to use barbed wire on any fence fronting a street or sidewalk in the City. Separately, Sec. 604.104 bars electrified fences or wires around the perimeter of residential property where the charged fence or wire is accessible from outside the enclosure; an electric fence set at least three feet inside an uncharged perimeter fence is exempt. Both are enforced as ordinance-code offenses, not zoning violations, so they apply on top of any Chapter 656 height and setback rules for the fence itself.
