Minneapolis prohibits electrified fences and razor wire in residential zones and limits barbed wire to industrial zones. Historic districts further restrict materials through HPC review to period-appropriate styles.
Material restrictions in Minneapolis fences are set out in Zoning Code Chapter 535 and Historic Preservation rules in Chapter 599. In all residential districts R1 through R6, electrified fencing, razor ribbon, and barbed wire are prohibited. Ordinary chain link, welded wire, wood, ornamental metal, vinyl, composite, and masonry are allowed subject to height limits. Industrial I1, I2, and I3 districts allow barbed wire when placed at least 6 feet above grade and may allow razor ribbon only with a conditional use permit for secure facilities. Temporary construction fencing, typically chain link with green mesh, is allowed during active permitted construction with a 6 foot height limit in residential zones. In the Warehouse, St Anthony Falls, Milwaukee Avenue, and other historic districts, the Heritage Preservation Commission enforces period-appropriate materials, generally disallowing vinyl or modern composite. Corrugated metal and sheet plastic fences are restricted to rear yards and are discouraged in visible public frontages. Snow fence orange plastic is allowed seasonally for drift control but must be removed by April 15.
Specific penalty amounts for this ordinance are not published in a publicly accessible fine schedule. Contact Minneapolis code enforcement directly for current fines, enforcement procedures, and hearing options.
