Per the City of Richmond Planning Division's published fence standards, fences may be constructed of wood, metal, polyvinyl chloride (PVC), masonry, or other permanent materials designed for permanent fencing. Prohibited materials include barbed wire, razor wire, chain link, woven wire mesh, rope, cable, railroad ties, landscape timbers, and utility poles. Fences may not be electrified. No more than two types of related fencing materials may be used in any single fence or wall. Maintenance requirements apply: all wood fences shall be painted or stained except when constructed of the heartwood of a decay-resistant species such as redwood or cedar; all ferrous metal fences (except hot-dipped galvanized steel) shall be painted with a three-coat system consisting of a corrosion-resistant primer and two finish coats; fencing shall be continuously maintained with no sign of disrepair.
Use of prohibited materials, electrified fences, or fences in disrepair are code enforcement violations. The Planning Division can order removal and replacement with compliant materials.
