Barbed wire fences are prohibited on or around any property, except with the following conditions: (a)Up to three (3) strands of barbed wire shall be permitted on top of a six (6) foot or taller high security-type fence on non-residential uses located behind the front setback, provided the barbed wire is upright or projecting over the owner's property and not over abutting property or public right-of-way, or (b)Properties with an agricultural use exemption of five (5) acres or greater.

Sec. 21-211 of Victoria's Unified Development Ordinance prohibits barbed wire fences on or around any property. The only exceptions are up to three strands atop a six-foot or taller security-type fence on non-residential uses behind the front setback, and properties holding a five-acre-plus agricultural use exemption. A residential lot has no route to barbed wire under either exception. The companion fence-materials rule, Sec. 21-210(d), separately bans plywood, metal panels, mesh, and corrugated steel sheet fencing.
