Sacramento County Zoning Code Section 5.2.5 restricts not just height but also what fences may be made of in unincorporated areas. The general requirements prohibit cheap, temporary, or makeshift materials for permanent fences, with the Code naming items such as plywood, particle board, paper, visqueen plastic, plastic tarp, and cloth or similar materials (Sections 5.2.5.A.7 and 5.2.5.A.8). Security materials are also limited: the use of barbed wire, concertina wire, or electric fencing requires a Minor Use Permit, except where the property is in an agricultural or industrial zone and is adjacent to agricultural or industrial property, reflecting that such fencing is common and appropriate on farms and around industrial yards but is otherwise discouraged in residential neighborhoods. The Code further distinguishes fence types by openness for height purposes, treating solid walls, semi-open picket, open chain link or woven wire, and open wrought iron differently in the front yard. Where a homeowner wants to use a material or configuration that deviates from these standards, a Special Development Permit approved by the Zoning Administrator is the path (Section 5.2.5.A.10).
