Guilford County's UDO does not set a spite-fence or shared-cost rule; those are civil matters. The county does bar fences that obstruct street-intersection sight lines or block access to a neighbor's doors, windows or drainage.
The UDO's general fence requirements (Section 6.4.C) protect adjacent properties: no fence may obstruct vision at any intersection of public or private streets, block access from doors or windows, or alter the natural flow of water in a stream, creek, swale or ditch. Fences must keep at least two feet of clearance from building walls except where they connect to a wall. Boundary-line disputes, shared maintenance and 'spite fences' are not zoning matters and are handled under North Carolina common law and the general civil courts, not the county ordinance.
A fence that endangers a person, animal or property is a nuisance and the Enforcement Officer may require it repaired, replaced or removed.
