Subsection (b)(6)(a) adds a specific trigger for existing residential fences on single-family and two-family lots: the rule applies to both replacement of residential fences and construction of new ones, and a fence permit is required once more than 50 percent of the length of the fence along a property line is being replaced. That threshold means a homeowner can repair or replace individual damaged sections without a permit, but once the repair work crosses the halfway mark of that property line's fence run, a permit application is required before continuing.

Once a permit is required, the replacement fence must meet the same height, material and setback standards that apply to new fences under section 77-69(b), including the eight-foot height cap, the approved-materials list in (b)(6)(c), and the corner-visibility and front-yard-openness rules. The permit requirement in (b)(10) also reaches screening walls required under subsection (a) for commercial or multifamily property lines adjacent to residential districts, meaning both the routine backyard privacy fence and a required commercial buffer wall go through the same permitting process before the work begins.
