' The application must include a scaled drawing submitted to the Planning and Zoning department covering wall and/or fence elevations, location, height, posts and columns, ornamental statues, figurines and light fixtures, the visibility spacing required over the entire linear footage of the fence, changes in grade, building materials, and any other applicable chapter 110 requirement. Three additional front-yard rules apply alongside the certificate requirement: no wall or fence may be built in a public right-of-way, and it must sit at least three feet from any fire hydrant, with any existing right-of-way encroachment subject to removal; every vehicular driveway must keep a minimum 14-foot clearance in both width and height so emergency vehicles can pass; and all walls and fences must be maintained and repaired to the standard set by the International Property Maintenance Code.

Because the certificate requirement is tied specifically to front-yard placement, side- and rear-yard fences fall outside § 110-81(a)(4), though subdivision entrance walls and fences should be checked separately with the building permits and inspections department for permitting requirements.
