UDO Section 6.4 governs all fences unless otherwise provided, setting type, height and location rules rather than a standalone fence-permit requirement. Fences are permitted within required setbacks per Article 4 so long as Section 6.4 standards are met. Temporary fences around construction sites are allowed when erected under the North Carolina State Building Code or Soil Erosion and Sedimentation Control rules.
