273(B)(1) requires the property owner or an authorized agent to obtain a fence permit from the Administrative Officer for any fence or decorative post reaching thirty inches or more in height, and authorizes periodic inspections during and after construction to confirm compliance. The permit is not valid until the completed application is approved and all fees are paid in full. Once issued, construction must begin within six months or the permit lapses; the work must then be finished within one year of issuance or the permit expires by limitation, and renewing an expired permit is subject to the Administrative Officer's review.

273(G) carves out two permit-free categories: temporary protective fencing used to secure an active excavation, construction or grading site needs no permit, and fencing built as a structural or safety device, such as batting cages or ball-field backstops, is also permit-free though it still must be shown on plans and approved by the Administrative Officer. Issuance of a permit is only verification that the fencing standards are met; it does not by itself constitute subdivision approval.
