Parker, TX Fence Regulations: Fence Permit Requirements (2026)

Under § 156.32(H)(4), a standard residential fence in the single-family district does not need its own building permit before construction, but the owner must notify the Building Inspection Department once the fence is complete so it can be inspected. The Building Official then either approves the fence, if it complies with § 156.32(H), or rejects it. The section also imposes an ongoing maintenance duty: the fence must be kept no more than 20% out of vertical alignment, and any damaged, removed or missing sections must be replaced or repaired with comparable materials and color. Swimming pool fencing is handled separately and more strictly. Section 156.32(H)(7) requires a building permit for the construction of every swimming pool, and specifies that the pool and its associated safety fence must be built according to the building code, folding the pool's protective fencing directly into the permitted construction rather than leaving it to the post-completion inspection process that governs ordinary yard fences.
