36(F) sets the design elements required for development in the Special Activities district, covering facade materials, roof style, sidewalks, lighting and signage. Item (F)(5), Loading zones and storage, adds the operational rule governing how goods move on and off SA-zoned property: all loading and unloading must be conducted at the rear of any building or structure, keeping delivery activity away from the roadway-facing facades the same subsection regulates for wood siding, colonnades and canopies. Beyond that rear-of-building placement, the code defers to the city's building code for exactly where on the property a loading zone must sit, rather than fixing a distance or dimension in the zoning ordinance itself.

The provision folds in a general outdoor-storage restriction too: no outdoor storage is allowed on SA-zoned property at all, unless the City Council specifically approves it as part of the site plan and finds it necessary because of the nature of the items being stored. That storage restriction reinforces the district's design goal, since (F)(1) already requires uniform rural-style construction and bars concrete or concrete-block exteriors, and any approved loading area or storage yard has to fit within the same site-plan-level approvals granted by the City Council rather than administrative sign-off.
