03(A), adopted by Ordinance 785 on June 2, 2020, sets Parker's general prohibition: no person may introduce or cause to be introduced into the city drainage system any discharge that poses a reasonable threat to human health or the environment. 04(B) lists specific banned discharges, including motor oil, antifreeze, or any other motor vehicle fluid, and garbage or rubbish, among other categories such as commercial car-wash wastewater and pavement wash-down water containing cleaning chemicals. 08, which authorizes a graduated response beginning with a warning notice, moving to a written notice of violation with a 5-day window for the alleged violator to respond, and escalating to stop-work orders, consent orders, show-cause hearings, compliance orders, and remediation or restoration orders when a discharge has harmed the drainage system or the waters of the United States.

09 gives a cited party the right to seek reconsideration, a hearing, and an appeal of any administrative order. 10 backs the administrative track with judicial remedies: the city may seek injunctive relief and a civil penalty of not more than $1,000 per day for each violation tied to specified public-health, safety, or drainage concerns, and separately, any person who violates the chapter is strictly liable on conviction for a criminal fine of not more than $1,000 per violation per day, regardless of intent, or a greater fine if state statute allows one.
