Watsonville, CA Fence Regulations: Fence Permit Requirements (2026)

Section 14-32.020 of the Watsonville Municipal Code opens with a flat rule: no person shall erect upon any private property in the City any fence, or structure in the nature of a fence, without an Administrative Review Permit. Section 14-32.010 explains that the City regulates fences because public safety and convenience and the protection of public and private property require it, and that for purposes of the zoning title the term fence includes fences or structures in the nature of a fence.

The permit comes with height caps. Between the street and the front or exterior side yard setback line, fences shall not exceed three (3') feet six (6") inches. Behind those setback lines the limit is six (6') feet. Both caps carry the same escape hatch: Section 14-32.080 allows a taller fence only when a conditional fence permit is first obtained from the Zoning Administrator. The applicant must demonstrate, and the Zoning Administrator must find, six things: unusual or special circumstances relating to the property, no safety hazard to pedestrians or vehicular traffic, compatibility with the neighborhood, a planned architectural feature that does not dominate the site, proper orientation and location, and sound construction. Under Section 14-32.100 the Zoning Administrator may refer a conditional fence permit application to the Commission.

Section 14-32.030 bars the Zoning Administrator from granting a permit for any fence that will interfere with access by the Fire Department in case of fire, or that will constitute a hazard to street traffic or pedestrians. Section 14-32.090 closes the door entirely in the clear corner triangle and clear vision area: a conditional fence permit will not be considered there. Section 14-32.040 leaves temporary fences around construction work under the Building Code alone.
