Flower Mound enforces pool barrier requirements through the adopted ISPSC and IRC, supplemented by TX Health and Safety Code Ch. 757. All residential swimming pools must be enclosed by a barrier at least 48 inches high with non-climbable construction. Gates must be self-closing and self-latching, with the latch mechanism located at least 54 inches above grade or on the pool side of the gate. Chain link fencing is prohibited for new pool enclosures. When the dwelling wall serves as part of the pool barrier, door alarms are required on all doors providing direct access to the pool area. During pool construction, a temporary fence at least 48 inches high capable of securing the construction area from small children must completely surround the pool until the permanent barrier is erected. Building inspection is required before filling the pool to verify barrier compliance. Many Flower Mound HOAs require wrought-iron style pool fencing for aesthetic consistency.
