California's Swimming Pool Safety Act (Health & Safety Code Β§115920-115929) applies in Folsom and requires every in-ground pool, spa, and above-ground pool over 18 inches deep to have an enclosure meeting these standards: minimum 60 inches (5 feet) high measured from the outside; maximum 4-inch clearance at bottom; no gaps allowing passage of a 4-inch sphere; no climbable horizontal members within 45 inches; self-closing and self-latching gates opening AWAY from the pool with latches at least 54 inches above grade. For permits issued after January 1, 2007, at least TWO of seven approved safety features are required (barrier, safety cover, alarms, self-closing doors from house, removable mesh fence, etc.). Folsom Building Division inspects before final permit closeout. Real estate sellers must disclose pool safety status at transfer.
