Folsom, CA Filming & Production: Location Permits (2026)

Under Section 5.80.040(A), it is unlawful to conduct 'production activity', filming, videotaping, or photographing for a motion picture, television program, commercial, or new media project, on any public or private property, facility, or residence in Folsom without first obtaining a film permit from the city manager. The permit is separate from, and in addition to, any motion picture operational permit required by the Folsom Fire Code under Section 8.36.080.

Section 5.80.050 governs how to apply: applications must be filed with the city manager as far in advance of the shoot date as practicable, though deadlines may be waived for good cause if there is enough time to process the request and prepare city services. The city 'will strive' to respond within forty-eight hours of receiving a complete application. Section 5.80.060 lists the minimum required information: applicant contact details, filming locations and call times, plans to use public streets, sidewalks, trails, or parks, a description of any stunts, pyrotechnics, or special effects, an on-site contact, written proof of permission to film on the property, a vehicle and parking plan, and an insurance certificate.

Every department likely to be affected, including police, fire, community development, public works, parks and recreation, and utilities, must review and recommend on the application before the city manager approves or denies it (Section 5.80.070(A)). The city manager weighs traffic disruption, conflicts with scheduled street work or events, parking and noise impacts, and public safety risk, and can impose conditions instead of denying a permit outright when problems can be corrected that way.
