020(A) bars using any public or private property, facility or residence for commercial motion picture, television or still photography without first applying for and receiving a permit from the City Manager or designee. 020(B) requires the application to include the production company's name, address, e-mail and phone; the exact filming location; the inclusive dates and hours; a statement of the activity's nature; contact information for the person in charge on site; the exact personnel count; any activity that could cause public alarm such as animals, gunfire, pyrotechnics or low-flying helicopters or drones; and the exact type and amount of vehicles and equipment involved.

020(C) exempts only current news coverage, private or family use filming, and filming at a code-compliant studio. 040 authorizes the City Manager's designee to set rules on the form, time and location of shoots, weighing public health and safety, disruption to the area, property safety and traffic congestion, and allows a permit's date to be changed for good cause. 030 lets the City Council set administrative review fees by resolution, plus reimbursement for city personnel like police, fire or maintenance staff assigned to the production and compensation for using city property such as parks or community buildings.

050 requires at least $1,000,000 in liability insurance naming the city as coinsured, workers' compensation coverage, an executed hold-harmless agreement, and, where warranted, a refundable security deposit for site cleanup and restoration.
