Linden, NJ Filming & Production: Location Permits (2026)

Chapter 35, adopted December 16, 2025 by Ordinance No. 69-58, governs filming in Linden. Section 35-2 requires anyone filming on public land, or on private property in a way that spills onto public property through vehicles, equipment, barricades or traffic-control devices, to obtain a permit from the office of the City Clerk before filming starts. The permit itself must set out the approved location and the approved dates or days, by specific reference rather than a general window, and the applicant must keep it available for inspection by City officials at the filming site at all times.

Applications are filed with the City Clerk during normal business hours, in the Clerk's approved form, and must be accompanied by the permit fee set in § 35-10. Section 35-3 adds the timing and proof requirements behind the permit: applications must arrive at least four business days before the shoot, unless the City Administrator waives that window, and no permit issues for public lands without proof of liability insurance ($500,000 per person and $1,000,000 aggregate for bodily injury, $300,000 aggregate for property damage), a written indemnification agreement protecting the City, and, if the Chief of Police requires it, an off-duty police officer for the permitted times.

Health, Fire, Police and Construction Official inspections must clear before the permit is issued. If weather or other good cause forces a reschedule, the Clerk can reissue the permit for new dates at no extra charge.
