Linden, NJ Filming & Production: Student Filming (2026)

Section 35-10 sets Chapter 35's fee schedule, and subsection (d) carves out a reduced rate for nonprofit applicants filming for educational purposes, including student films: $25 per day, instead of the $150-per-day fee that applies to filming entirely on public property under subsection (b), or the $500-per-day rate for major motion pictures under subsection (c). The discount applies to the daily filming fee only; a student or nonprofit production still owes the $100 one-time base filming permit under subsection (a) (or $200 if expedited processing is requested instead of the standard four-business-day lead time), and it still has to clear every procedural requirement in §§ 35-2 and 35-3: an application filed with the City Clerk, the approved location and dates fixed on the permit, proof of liability insurance ($500,000 per person/$1,000,000 aggregate bodily injury, $300,000 aggregate property damage), a written indemnification agreement, and Health, Fire, Police and Construction Official sign-off where applicable.

Filming entirely on private property carries no daily fee for anyone, student or commercial, under subsection (e). d waives the notice-to-neighbors duty in § 35-4 or the City Administrator's authority under § 35-5 to refuse a permit that would endanger public health, safety or welfare, so a student production affecting nearby residents must still give the three-day written notice like any other applicant.
