Chapter 8 covers all movies, television or video series, pilots, feature films, documentaries, commercials, music videos, photo shoots, infomercials and public service announcements, whether or not the final product is commercial, unless the activity occurs wholly on private property inside a licensed studio (Sec. 6-8002). No public road, street, base camp, parking area or food-service area tied to a production may restrict public access without a permit. Before applying, the production must meet with the county manager to review locations and scope, and provide a script on request (Sec.

6-8003(c)). Permits split into low-impact activities of no more than 14 consecutive days and high-impact activities of 15 or more days, or those involving crashes, gunfire, pyrotechnics, explosives, aircraft or stunts (Sec. 6-8003(b)).
