Sec. 36-85(a) lists what a filming permit application must include, and item (11) requires a report listing the number of vehicles and types of equipment to be used during filming, along with proposed hours of use and proposed parking locations, which must be specifically approved by the city to maintain traffic safety. That same provision states that on-street parking or use of public parking lots is subject to city approval, and, most directly on point for noise, that the use of exterior lighting, power generators, or any other noise- or light-producing equipment requires on-site approval of the city manager before it can be used on a permitted shoot.

Sec. 36-81(b) reinforces that the filming article supersedes any conflicting Code provision, meaning this noise/light equipment approval requirement controls over generic noise rules elsewhere in the Code for a permitted production. Because this approval is folded into the Sec. 36-84 permit process, a production that runs generators or lighting rigs without securing that sign-off is filming outside the terms of its permit.
