Roseville, CA Filming & Production: Production Noise (2026)

Roseville Municipal Code Sec. 080 lets the film permit coordinator attach reasonable conditions to a filming permit governing the time, place, manner, and duration of a shoot. Subsection G specifically authorizes restrictions on the use of firearms, explosions, and noise-creating or hazardous devices, and subsection H lets the coordinator restrict stunts involving pyrotechnics, open flame, or vehicle crashes. Subsection K adds restrictions on the locations and daily hours a shoot may run within the city, giving the coordinator direct control over when noise-generating filming can occur near homes.

These noise-related conditions tie back to Sec. 070(F), which requires the coordinator to deny an application outright if the filming activity will substantially disrupt the privacy or disturb the peace of individuals living nearby. Where a shoot involves pyrotechnics or other hazardous special effects, the applicant also needs a separate permit from the Roseville Fire Department under Sec. 140. Applicants must disclose in their initial application any hazardous filming activity involving firearms, explosives, open flame, other pyrotechnical effects, or amplified noise, per Sec. 060(D), so the coordinator can evaluate the noise impact before issuing conditions.
