Sec. 42-294(a) requires a permit before any city street, right-of-way, park, land, public building, city equipment, or personnel can be used for film industry production, and (b) lets the city manager add fire or police staffing requirements at the applicant's cost whenever needed for public safety. Under (c), the city retains full control over city property used for a production, including the hours and general location of filming, meaning a producer cannot unilaterally expand a closure or extend hours once the permit is issued. Producers must give the city at least 12 hours' notice of any scheduling or location change affecting a city street, building, right-of-way, or park (Sec.

42-294(d)). Requests to close a state-maintained street sit outside city authority entirely: Sec. 42-294(e) directs producers to submit those requests to the state, noting such closures generally require 30 days' notice. The application itself, under Sec. 42-293(e)(4)-(5), must include a map of anticipated street closures or other public areas to be used, plus a separate map showing parking areas including on-street parking or public lots. Sec. 42-294(f) further reserves the city's right to control use of its name, trademark, and logo alongside its streets and buildings while they are in use for production, and to prohibit or halt filming that becomes hazardous to public health, safety, or welfare.
