070(E) sets six specific conditions for filming that affects traffic: the applicant must furnish and install advance warning signs and other traffic control devices conforming to the California Department of Transportation's manual of traffic controls; traffic may be restricted to one twelve-foot lane and/or stopped intermittently for a City-determined period based on location; traffic cannot be detoured across a double line without prior approval from the appropriate City department; camera cars must be driven in the direction of traffic and observe all traffic laws unless the City authorizes otherwise; emergency road work or construction by City crews or permitted contractors always takes priority over filming; and street closures themselves may likewise be limited to one twelve-foot lane, stopped intermittently, for a City-determined period. 070(D)). 070(F)).
