Santa Clara, CA Filming & Production: Street Closures (2026)

SCCC § 12.60.080(f) requires that "for filming that would impair traffic flow, an applicant must use Santa Clara Police Department personnel to comply with all traffic control requirements deemed necessary." The applicant must furnish and install advance warning signs and other traffic control devices that conform to the Manual of Traffic Controls published by the California Department of Transportation, installed by a properly licensed or certified person, under § 12.60.080(f)(1). Traffic may be restricted to a single twelve-foot lane or stopped intermittently, with the City deciding the duration based on location and time of day, under § 12.60.080(f)(2), and traffic cannot be detoured across a double line without prior City approval under § 12.60.080(f)(3). Camera cars must drive in the direction of traffic and obey all traffic laws unless the City authorizes otherwise, and any emergency roadwork or City or contractor construction crew has priority over the filming activity, under § 12.60.080(f)(4)-(5).

Beyond traffic control, § 12.60.080(e) requires temporary "No Parking" signs wherever equipment, trucks, or cars will occupy zones that would not otherwise permit parking, and requires separate permission to run cable across sidewalks or from a generator to a service point. Section 12.60.080(h) requires that "all residents and merchants within a two hundred (200)-foot radius of the film location must receive notice of filming at least twenty-four (24) hours prior to the first day of filming." Section 12.60.080(b) additionally requires the applicant to keep the area orderly, store equipment when not in use, and clean up trash and debris, restoring the site to its original condition before leaving.
