Clovis, CA Fire Regulations: Fireworks (2026)

Chapter 4.7, Fireworks, flatly bans selling or offering 'dangerous fireworks' as defined by the State Fireworks Law (Health and Safety Code § 12500 et seq.) anywhere in the City (§ 4.7.02(a)). Selling 'safe and sane' fireworks is legal only with a permit, and only an 'eligible organization' can get one: a not-for-profit charitable, religious, civic, patriotic, or community-service group headquartered in and affiliated with Clovis, providing regular community services, and meeting in the City for at least a year before applying (§ 4.7.01(c), § 4.7.03).

Applications go to the Fire Department starting January 1st each year and must be returned by 5:00 p.m. on the first regular business day in May, along with a property owner's release, a storage plan, the State Fire Marshal's seller license, a State Board of Equalization seller's permit, and proof of insurance; a permit fee set by the Council's Master Administrative Fee Schedule is paid to the Director of Finance (§ 4.7.03). The City caps the number of stands at one for every 4,000 residents based on State Department of Finance population figures (§ 4.7.05), and stands may go only on nonresidentially zoned property, or residentially zoned property designated for future nonresidential use (§ 4.7.06).

Stand operators must clear flammable material within 30 feet, bar smoking within 25 feet and post red 'No Smoking' lettering at least 2 inches tall, keep a fire extinguisher on hand, sell only between noon on June 28th and noon on July 6th, and dismantle the stand immediately after sales close (§ 4.7.04). Insurance must name the City as an additional insured for at least $1,000,000 per occurrence (§ 4.7.07). Any violation of the chapter, City law, the permit terms, or Fire Department safety rules is grounds for immediate permit revocation (§ 4.7.09).
