The first day of January from 12:00 a.m. to 1:00 a.m.; provided, in all instances, that such fireworks are at all times discharged, ignited, or exploded in full compliance with all other applicable provisions of the Ohio Revised Code, these Ordinances, and such rules or regulations as may be promulgated pursuant to the Revised Code or these Ordinances. ... (j) Penalty. (1) Except as otherwise provided in division (j)(2) or (j)(3) of this section, whoever violates any provisions of this section is guilty of a misdemeanor of the first degree.

Division (f)(5) bars everyone other than a licensed manufacturer, licensed wholesaler, licensed exhibitor, or shipping permit holder from possessing 1.3G display fireworks, subject to R.C. § 3743.44. Public displays need a permit under division (e). The exhibitor applies to the Fire Chief or fire prevention officer and to the Police Chief, who inspect the premises and confirm the exhibitor's license before signing. Each exhibitor must provide an indemnity bond or proof of insurance of at least one million dollars, the permit is not transferable, and if Council has prescribed a permit fee it must be paid before issuance.
Division (h) exempts items such as wire sparklers, novelties and trick noisemakers, toy caps containing 0.25 grains or less of explosive material, and radio-controlled special effect exhibitions with spectators separated by not less than 200 feet. Under division (i), fireworks used, sold, or possessed in violation are forfeited by the offender.
