Leominster, MA Fire Regulations: Fireworks (2026)

Section 8-1 of the Leominster Code of Ordinances folds fireworks into the city's broader licensing scheme for hazardous materials: before any license may issue for keeping, storing, using, manufacturing, selling, handling, transporting or otherwise disposing of highly flammable materials, crude petroleum products, gun or blasting powder, dynamite or explosives of any kind, including fireworks, firecrackers and signaling explosives, the chief of the fire department, the chief inspector or an assistant must personally inspect and approve the specific receptacles, vehicles, buildings or storage places the applicant intends to use.

This inspect-first structure means a fireworks license in Leominster is never automatic; the site itself has to pass fire department review before the license can be granted at all. 1 adds an ongoing duty once a license issues: any licensee under Section 8-1 must report a spill, release or other incident to the city council, through the office of the city clerk, at the same time as or immediately after notifying the Leominster Fire Department and the Massachusetts Department of Environmental Protection as state law requires.

Chapter 8 places this licensing authority with the same fire chief who enforces the city's separate ban on open burning under Section 3-4, and Section 8-21's fee schedule charges twenty-five dollars for a blasting permit and ten dollars for a gunpowder permit for other explosives-related activity regulated under the same article.
