010 makes it unlawful to offer, display or sell 'safe and sane fireworks,' as defined in the state Health and Safety Code, without a permit from the fire official having jurisdiction over the site. 020 routes applications to the chief fire prevention officer of the relevant fire protection district, who must investigate the proposed sale site and can deny a permit if it would create a hazard to people or property, an unreasonable traffic hazard, or sits close to forest, fallow, grass or brush-covered land.

Any permit issued covers only the fixed window from noon on June 28 to noon on July 6 of that year, and the fire official can attach conditions or bar specific types of fireworks found hazardous. 030 makes violating a permit condition unlawful in its own right. A denied applicant can appeal to the Fresno County Board of Supervisors within ten days by filing a written letter of reasons with the clerk of the board, whose decision on the appeal is final. 040 declares three specific fire-prone geographic areas of the county, including land east of the Friant-Kern Canal, land west of Interstate 5, and a described strip between Highways 99 and 41 south of the San Joaquin River, off-limits to discharging any fireworks at all, regardless of permit status, with a narrow carve-out for licensed public displays on Shaver Lake's Boy Scout Island.
