Reedley regulates fireworks under RMC Chapter 5-7. The code makes it unlawful to sell, offer for sale, possess, or use any dangerous or illegal fireworks within the city as defined by the California Health and Safety Code fireworks law (H&S Code 12500-12728, including Section 13113.7 regarding fire safety). Only safe and sane fireworks bearing the State Fire Marshal seal are permitted. Retail sales of safe and sane fireworks are allowed only from temporary fireworks stands, and sales from any other building or structure are prohibited under RMC 5-7-2. Fireworks stands may operate only during June 28 through July 4 each year under RMC 5-7-7. A permit from the city is required to sell fireworks. The administrative citation system under RMC 1-12-5 and 1-12-6 includes enhanced penalties specifically for unlawful fireworks sale and possession or use of dangerous fireworks. Reedley's parks ordinance (RMC 7-3-4) separately prohibits possessing or using any fireworks in city parks. The dry Central Valley climate and surrounding agricultural lands with dried vegetation make fireworks safety particularly important in Reedley. The Reedley Fire Department and Police Department jointly enforce fireworks regulations.
