030(A), adopted by Ordinance No. 12601 in 2004, makes it unlawful "at any time" to sell, advertise for sale, transfer, possess, or use or detonate any firework or pyrotechnic device as defined under state law, citing California Health and Safety Code §§ 12505, 12508, 12511, 12512, 12526 and 12529, within Oakland's city limits. 030(A)(7). Any person sixteen or older may be cited directly; a parent, guardian, or custodian who knows or reasonably should know a minor in their care violated the chapter may also be cited.
