No. In New Orleans / Orleans Parish it is unlawful to possess, sell, offer for sale, or discharge any fireworks. Only professional displays authorized in writing by the mayor are allowed. Consumer fireworks legal elsewhere in Louisiana are banned inside the city.
Orleans Parish is the consolidated City of New Orleans, so a single citywide ban applies with no unincorporated exception. The City Code makes it unlawful for any person to possess, sell, or offer for sale within the municipality any pyrotechnics commonly known as fireworks, and unlawful to explode a firecracker or fireworks of any kind within the city. The only exception is a pyrotechnic display authorized in writing by the mayor and run by a licensed operator; the city itself stages the official Fourth of July and New Year's shows on the Mississippi River. Even fireworks bought legally in surrounding Louisiana parishes cannot be used inside New Orleans.
Private possession or discharge is a municipal offense; police confiscate the fireworks and can issue a summons carrying a fine and possible jail under the Municipal Code criminal penalties.
