Richland, WA Fire Regulations: Fireworks (2026)

Under RMC § 20.02.278, fireworks sale and discharge in Richland generally follows the Washington State Fireworks Law, Chapter 70.77 RCW, and Chapter 212-17 WAC, but the city layers on its own permit and safety conditions. Anyone applying for a retail sales or public display permit must submit a letter from the person legally responsible for the property, granting permission for that use, and pay a $100.00 fee for each permit type. Sellers must post signs at every outlet quoting the state's under-16 sale prohibition, and retailers must file their approved list of sellable fireworks with the fire code official by May 31st of each year, per subsection I.

The code separately bans discharge along parade routes, at any place of public assembly, or in any commercial use district, and makes it unlawful to throw or toss fireworks at a person, animal, vehicle or other object at any time. Within 25 feet of a stand where fireworks are stored or sold, smoking, discharging fireworks, operating motor vehicles, and other ignition sources are all prohibited. Subsection J bans 16 specific devices outright regardless of permit status, including aerial spinners, mine or shell devices, sky rockets, missile-type rockets, firecrackers, chasers, ground spinners, Roman candles, smoke devices and jumping jacks, plus any device that fails the chemical or construction limits in WAC 212-17-050. Fireworks found in violation of the section are seized and destroyed by the Richland police department under subsection K.
