Under Section 12-2 of the Richmond Code of Ordinances, any person, firm, association, or corporation is prohibited from selling, owning, possessing, or using fireworks inside the incorporated boundaries of Richmond. The Richmond Fire Marshal and Police Department actively enforce this ban during Independence Day and New Year's holiday periods. Residents wishing to use consumer fireworks must travel to unincorporated Fort Bend County areas where county regulations and any active burn bans then apply. Fireworks confiscated under the ordinance may be seized and destroyed.
