St. Peters, MO Fire Regulations: Fireworks (2026)

Section 210.420 makes it unlawful for any person to willfully set off, use, burn, explode or fire off any fireworks within the City, with a single carve-out for fireworks displays and use of any fireworks or pyrotechnic special effects in parks or other public places conducted by an independent professional pyrotechnician under a City permit. The Building Commissioner may issue that display permit only after the applicant meets the City's risk management requirements and the permit conditions in the Fire Code adopted at Section 507.010.

Section 210.430 separately bans constructing a retail display or selling, offering for sale, or storing fireworks anywhere in the City, again with a narrow exception letting a permitted public-display operator store special fireworks under Chapter 507. Both sections trace to Ord. No. 5017, adopted June 12, 2008, and define fireworks by cross-reference to Section 320.106, RSMo., so the City's ban tracks the State's definition of the term even though it goes further than State law by prohibiting private discharge and retail sale outright rather than merely regulating them.

The noise ordinance's separate exemption list (Section 210.390(G)(8)) allows noise from noisemakers on holidays and fireworks on holidays or at times allowed under a pyrotechnics permit, but that exemption addresses only the noise rule, not the underlying discharge and sale ban in Sections 210.420 and 210.430.
