High Point, NC Fire Regulations: Outdoor Burning (2026)

Three sections of Article C, Fire Hazards, work together to set High Point's open-burning rule. " Outside the fire limits, § 5-2-42 allows grass, weeds, trash, or rubbish to be burned only inside a safely constructed wire-mesh enclosure or similar device, or under written permission from the fire chief; any permit issued must track the EPA's current open-burning requirements and the conditions written into the permit. Bonfires get their own rule at § 5-2-43: no person may kindle, maintain, or knowingly furnish materials for a bonfire, or authorize one, on any street, avenue, road, lane, or public ground without a written permit secured first from the fire chief, again tied to EPA compliance.

The fire limits referenced in § 5-2-41 are the boundaries fixed under Article D, §§ 9-1-61 through 9-1-63 of the City Code, the same boundary line the code uses to restrict explosives storage under § 5-2-29. Because none of §§ 5-2-41 through 5-2-43 designates the offense a misdemeanor, enforcement runs through the Code's general civil-penalty track at § 1-1-4 rather than criminal court, with the fire department issuing the notice of violation.
