Camarillo adopts the California Building Code and California Residential Code through CMC Title 16, requiring smoke alarms in every bedroom, outside sleeping areas, and on every level of the home. Carbon monoxide detectors are required per California Health and Safety Code Section 17926 in all dwellings with fossil fuel appliances or attached garages.
Under CMC Title 16 and the California Residential Code Section R314, smoke alarms must be installed in each sleeping room, outside each sleeping area in the immediate vicinity, and on each additional story of the dwelling including basements. In new construction, smoke alarms must be hardwired with battery backup and interconnected. California Health and Safety Code Section 17926 requires carbon monoxide alarms in every dwelling that contains a fossil fuel burning appliance, has a fireplace, or has an attached garage. CO alarms must be installed outside each sleeping area. Landlords must provide functioning smoke and CO alarms at the start of every new tenancy under California Civil Code Section 1941.7. Existing homes must be brought into compliance upon sale per California Health and Safety Code Section 13113.8. In Camarillo's many HOA communities, the association often manages common-area smoke detection while unit owners are responsible for interior alarms.
Failure to install required smoke or CO alarms violates CMC Title 16 and state law. Real estate transactions require compliance certificates. Landlords who fail to provide functioning alarms face liability under California Civil Code. Contact Community Development at (805) 388-5360 for building code questions.
