Under Minn. Stat. 299F.362, 'every dwelling unit within a dwelling must be provided with a smoke alarm meeting the requirements of the State Fire Code,' mounted per the state's location rules. In practice this means an alarm in each sleeping room, outside each sleeping area, and on every story including basements. In rental housing the owner must supply and maintain the alarms, and the tenant must not disable them. Apartment houses, hotels, and lodging houses have additional requirements under subdivision 4. Dakota County adds no local smoke-detector ordinance; enforcement runs through your city's building and fire officials and state rental law.
Failing to provide or maintain required smoke alarms is a petty misdemeanor under Minn. Stat. 299F.362; landlords also face housing-code enforcement and liability.
