Ohio law (ORC 3781.104) requires every dwelling unit to have approved smoke detectors installed just outside all sleeping rooms. New construction follows the Residential Code of Ohio, which requires alarms in each bedroom, outside sleeping areas, and on every story including basements.
ORC 3781.104 sets the statewide baseline: each dwelling unit must have board-approved smoke detector devices installed in the immediate vicinity but outside of all sleeping rooms. New and substantially renovated homes must also meet Residential Code of Ohio Section R314, which requires a smoke alarm inside each sleeping room, outside each separate sleeping area, and on each additional story including basements and habitable attics, all interconnected. Ohio has adopted photoelectric-technology requirements for alarms outside sleeping areas. Enforcement falls to city building and fire departments in Lorain, Elyria, and the townships; the county does not set a separate standard.
Failing to install or maintain required alarms is a building/fire-code violation enforced by the local jurisdiction and can block occupancy approval or rental certification. Landlords bear installation duties for tenants.
